The guardians of freedom asleep at the switch!

Bill of Rights. The Fourth Amendment reads:

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

So with this, how can the police forces etc arbitrarily eavesdrop on your cell phone calls, your land-line calls or otherwise intrude into your privacy with being quite specific without the generalities of "we suspect or hope to find out".?

Does the Patriot Act supersede your bill of rights?, and if it does... who the hell let that happen and why were the citizens of the USA asleep at the switch on this one?

Mostly curious as this crap bleeds over across the border into Canada too.
