TEPCO was heavily leveraged to banks, absolutely enormous long-term loans (capital investment in nuclear plant). The government is attempting to repay those loans. "Too big to fail". What should actually happen is the company should be wound up with all loans naturally defaulted on. But that doesn't happen in a banker-corrupted system. |
