I'm sure there would be massive lawsuits if this was not done according to the existing rules and regulations. For instance if you work overtime as a federal employee there is an actual salary cap (I think a GS10 hits it) so maybe you only make $.02 hr extra for overtime and it's better for you to take comp time instead of being paid overtime. |
