Another thing you need to realize about that map is it's taking in effect ALL potential targets. My guess is in a real full fledged MAD exchange, missile bases, military bases, important government facilities, major airports, then industrial in that order will be struck.

Odds are the attack will slow significantly after military bases. Missile fields and military bases would take like 95% of the attack. Odds are industry, the attacks that would level most cities, would never even take place.
