They've been made to believe that they can control the spread of this 'weapon' but they're wrong. The extreme security at the Olympics raises the risks of failure for them too high. It is easier to exploit existing security weaknesses in and among their targeted populations... And that is what they have done, and will do. The Olympics are probably the safest place to be right now.
