All the realities of Samsara are dictated by ones past and present Karma.

Both those aren't Buddhism. Whole western theory on Karma is not Buddhism. Meaning, it has nothing to do with causality. Meaning, the past does not move the present. Karma simply means "doing" in Sanskrit.

There are other things you might want to consider before considering what is Karma.
Karma means your own doing. But don't attach it to the non-existent past, or the mirage which is the future. The past doesn't make the present. The present is always here and the future will still happen now.

Dispassionate action = Don't act but act
