The "would have" is in the Principal Clause.

The verb in the Subordinate Clause is in the pluperfect tense formed by "had" + the past participle "taken".

American newscasters make this dreadful grammar error all the time. Even "Wolfie" on CNN has been heard to do so. The British, however, still manage to hire writers and speakers who can ensure that their news broadcasts are grammatical, i.e., in the Queen's English.

How sad that traditional "Latinate" grammar is not taught anymore in public schools and/or high schools in North America!
