what if they turn on HAARP when they are trying to STOP whatever is causing these quakes and weather situations. Perhaps they use the device to mitigate the effects - maybe without it on, things would be much worse

I will prove to you that the site is legitimate by predicting that California will have a severe weather outbreak in the coming days. Right now we are having record heat. In the coming days, the weather will become winter-like (rain and/or snow) or have tornados. No weather forecasting organization is predicting that type of weather now, only I am. I am basing this on the spike in Haarp readings shown on that site.
