if you read into it, it turns out he was actually arrested by the London pre-crime division of the police, for a crime he was about to commit.
heres what the daily mail said.
"In a statement, the spokesman added: ‘He was positioned close to a group of protesters and based on his manner, his state of dress and his proximity to the course, officers made an arrest to prevent a possible breach of the peace."
Quoting: Anonymous Coward 1546575 A comment made by someone attending the Olympics: "The man was arrested for suspicious-looking behavior, not because he wasn’t having a good time. The news is completely bogus. I spent the last 8 days in London, attending seven ticketed sessions and the triathlon, watching the cyclist, then the runners speeding past. If the police were arresting miserable-looking people, then the London prisons would have been overflowing with them by now. All the policemen and women I saw were perfectly relaxed and happy to let people get on with being miserable if they wanted to be."
