We need to protect people who are members of society in good standing and that means stopping potential offenders before they act. The constitution can enable offenders just as it shields those who have not yet offended. Ultimately, the safety of good members of society is a more important priority than the freedom of those who would harm others without just cause. People who would harm without just cause are people who are going to have to be dealt with eventually, constitution or not. Why should we wait until there are victims? If the role of government is simply to respond, it doesn't make much of a dent in the decay of crime and corruption that threatens the good of society. I don't believe we should be idle by choice. There is something seriously wrong when criminals have rights even in their violating and the victims do not have any protection.
