[ link to www.nmfs.noaa.gov] They have a criminal investigations / Fisheries Enforcement branch. And 80 shots per target isn't excessive at all. Not to mention, they won't shoot 80 per target. They'll need some for the actual officers to carry. So maybe 40-50 per target. This is actually nothing...
