Also the U.S. government is trying to give Russia and China the moral high ground by 'forcing' this attack to happen.

What I mean by that is they are using the ABM system to threaten the capability of the Russian and Chinese nuclear arsenals; while at the same time military encircling both nations; and disrupting the Chinese flow of oil with the arab spring revolutions, military interventions, political alliances, naval presence around shipping lanes, guerrilla insurgencies, and a variety of other methods.

If the U.S. completes an advanced ABM shield around Russia and China it can destroy both without fear of retaliation. If the flow of oil to China can be denied then China will collapse because they need vast amounts of oil to sustain 1.3 billion people, and the population is crammed in to limited space, living in polluted cities, and straining available resources. That's why China has a one child policy - population control. If the resources are denied China will collapse, it will be forced into military expansion for the resources they need.

So Russia and China by means of ABM systems and resource disruption - are being forced into a closing window of time to act. They are being forced into attacking the United States. Not that they need that much incentive anyway.

Washington gets armies that won't hestitate to exterminate the American people, whereas the U.S. military would not follow those orders.
