Drowning out the extremely low frequency waves with other competing frequencies is a good way to oppose it.

My advice is to immediately begin testing "cages" based on different materials/shapes which are loosely based on your hunches about the mechanism. You should also bring in different types of psychics and sensitives to guide your efforts. Simple observation through trials is an underestimated part of scientific discovery, yet it led to such mind blowing events as the discovery of penicillin. The solution for a new "cage" might very well be simple and in plain sight..
