Want a serious answer? I'm thinking that all these agencies are issueing their officers with newer type bullets because it's availiable. Nothing wrong with that. there are several companies that offer a line of bullets marketed for police and self defense use.

If you get into a gunfight, wouldn't you want to have the upper hand? Having the best in firearms and ammo is a must for any police department. Nothing wrong with that either.
