OP, first you have to accept Jesus as your savior and repent of your sins, ask Him to take over your life and fill you with His Holy Spirit. If you've done this, then God will be able to speak to you in the intuition of your conscience. That's what the "still, small voice" is. Being a "good and fair person" isn't enough. God is looking for someone to recognize in their heart that they need Him to save them. He wants to be friends and talk to you, but if you haven't gotten to that point, then you will be as if talking to a brick wall.
