2. According to the latest measurement there is one hot spot. The next highest reading 2.6 microseiverts/h = 22 mS/y.
For comparison, Denver is over 6 mS/y and Ramsar (in Iran) has levels between 30 and 230 mS/y. Neither place has unusually high cancer levels.

3. The threat of radiation is vastly overrated.
* All the released Xenon has decayed.
* All the released Iodine has decayed.
* The response to Cesium is exponential not linear so a high dose is needed to cause problems.
As the link says according to some studies they killed more people evacuating Fukushima than would have been harmed by radiation.
There are hot spots that probably should be marked and avoided but most of the exclusion zone is pretty cold radiologically.
