That is idealism based upon a false premise. It assumes that all people are equally intellectually capable of participating in a free society. We have seen over and over again that this is not the case. A majority of people need firm controls on them, otherwise they flounder around in insecurity. It is unfortunate for that small half a percent of people who can think for themselves, but we cannot live by rules of exception.
