I think you're missing the point

When the dollar/economy collapses; the government will not be able to provide "cash" to welfare recipients; only, free food (commodities), medical, and housing...so, when the crisis begins welfare/disability checks will be worthless and there will be rioting in the street resulting in military intervention and arrests...subsequently, all those persons will be shipped/transported to a local concentration camp until the crisis abates some years later....
