IMO, Biden kept Obama, as in kept an eye on him.
He was the proposed candidate and did the prep work, the power behind the throne.

Using that same line of thinking though it makes more sense that George HW Bush (Sr.) is and has been the one in power since his buddy Alan Dulles off'ed JFK. They are all Skull & Bones members. Biden couldn't possibly be a power broker, he's too much of a stooge.
