I sort of get the idea that we need to have this for Gautanamo Bay but in reality it will be in force everywhere and everyone that might be a criminal at some time in the future can and will be picked up to prevent that. It's just crime prevention through detention of those that are suspected. Or something like that.

I think putting people in jail before a crime is comiited by them to prevent that crime is a great idea. It is kind like using time travel to change the future. Maybe this is time travel and folks are coming back from the future to tell us who the bad criminals are. This is going to work great!
