I think this could be an elite reprisal for a couple of reasons:
1. Hugo Chávez warns UK of 'severe consequences' if Ecuador's embassy raided
and
2. criticising the west over Syria
and not to mention
3. telling his citizens to no longer drink Coca cola or Pepsi
I'm sure there are plenty more reasons, but these are extremely recent!
