Generally this is because people are often in motion/moving.  you are off your rocker! if you are near to the epicenter you can feel 2's and above.  And exactly how close to the 'epicenter' would that have to be? Most leave the 'rocker' when they are weaned from the breast.  would depend on the magnitude and the depth. but you can certainly "detect" quakes much less than mag 5.5
