My take - he's a designated leaker or worse. He's trying to get a certain segment of the population spun up to justify DHS's budget.

Each kook who goes off the hinges means Billions for their budget. I'm not kidding. A bureaucracy's blood is not red, it is green - your hard earned tax dollars. They will do anything to keep that blood supply going, even if they use agitprop methods like this DHS deepthroat guy.
