In the worst case scenario, in which a magnitude 9
earthquake hits in the middle of the night in winter, up to
323,000 people would likely be killed, with the tsunami
accounting for 71 percent of the deaths, the report said.


The estimate of fatalities in a Nankai Trough earthquake is 13 times higher than the figure offered by the central government in 2003.

The Nankai Trough is an oceanic trench that stretches for about 700 kilometers off the coast of Shizuoka Prefecture in central Honshu to Kyushu. It is a region where quakes frequently occur when the oceanic plate slips under the continental plate.

Explaining the worst-case disaster scenario, if an earthquake similar in size to the magnitude 9.0 that devastated the nation’s northeast region last year hit the Nankai Trough, it could kill more than 320,000 people, much worse than the roughly 20,000 casualties of March 2011

On 12 March 2012, a Japanese National Police Agency report confirmed 15,867 deaths,[24] 6,109 injured,[25] and 2,909 people missing[26] across twenty prefectures, as well as 129,225 buildings totally collapsed, with a further 254,204 buildings 'half collapsed', and another 691,766 buildings partially damaged.[27] The earthquake and tsunami also caused extensive and severe structural damage in north-eastern Japan, including heavy damage to roads and railways as well as fires in many areas, and a dam collapse.[17][28] Japanese Prime Minister Naoto Kan said, "In the 65 years after the end of World War II, this is the toughest and the most difficult crisis for Japan."[29] Around 4.4 million households in northeastern Japan were left without electricity and 1.5 million without water.[30]

The pattern of historical seismicity reveals that the megathrust surface is segmented, with five separate zones of rupturing identified, conventionally labeled A–E, from west to east.[7] Earthquakes involving the A+B segments are generally referred to as Nankai (literally South Sea) earthquakes, C+D Tonankai (literally Southeast Sea) earthquakes and E Tokai (literally East Sea) earthquakes. These earthquakes repeat at intervals generally in the range of 90 – 200 years.

On all but one occasion, rupture of segment C (±­D ±E) has been followed by rupture of segments A+B within a few years. This behavior has been reproduced by modeling the viscoelastic response of the megathrust fault plane with lateral variations in both convergence rate and frictional properties.[7]

The Nankai megathrust is thought to have caused at least 12 major earthquakes in the last ca. 1300 years

The northeastern most part of the megathrust, segment E, has not ruptured since 1854
