Theres a simple solution, if Italy really does not think mining is profitable, then they should at least use their strategic gold reserves $132 BILLION DOLLARS worth-(2011),
to invest in INFRASTRUCTURE such as CAR FACTORYS - ELECTRONICS FACTORYS- ETC ETC.

All the fucking people want is to graft, to have a job for life so they can provide for a family.
