The guard was right - the woman shouldn't have stolen. What are they supposed to do, just let her run away? We all end up paying a lot more for our products because of people like her, who don't pay anything for their products.

And they're actually ordered to do it by the government because they claim all theft as a loss off their taxes (it costs them nothing). And obviously this gives to the government less taxes so the government tells them to actively do something about it. It doesn't drive up the price of anything it simply gives the government less tax revenue.
