Here's another example of when a U.S. government training exercise was coincident in the same place/time of an actual devastating earthquake.

The earthquake in question was a catastrophic 7.0 magnitude earthquake that struck Haiti on January 12, 2010. The epicenter of the earthquake was just 16 miles west of Port-au-Prince, the capitol of Haiti.

The quake is estimated to have affected 3 million people. It took the lives of 316,000 people, injured 300,000 people, and made 2 million people homeless. Within the first nine hours 32 aftershocks of magnitude 4.2 or greater (12 of which measured magnitude 5.0 or greater) were recorded.

The Defense Information Systems Agency (DISA), which is under the jurisdiction of the Department of Defense (DoD), is on record as being involved in organizing the Haiti Disaster Relief Scenarios [scenarios supposedly geared toward aid in the aftermath of a hurricane] on behalf of the U.S. Southern Command (SOUTHCOM).

"On Monday [January 11, 2010], Jean Demay, DISA's technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane. After the earthquake hit on Tuesday, Demay said SOUTHCOM decided to go live with the system."

However, the whole truth is that not only were Haiti Disaster Relief Scenarios being conducted a day before the quake hit by DISA personnel in Miami, on the very day and time of the quake on-the-ground efforts that were also part of the same disaster relief scenarios were being conducted by U.S. military personnel in Port-au-Prince.

U.S. military personnel had, in fact, arrived in Haiti before the earthquake and had already checked into the Montana Hotel in downtown Port-au-Prince where they would be staying as evidenced by the source cited below.

"Last Tuesday, from his [second floor] room at the Hotel Montana near Port-au-Prince, Haiti, U.S. Air Force Maj. Ken Bourland sent an e-mail to his wife telling her that he was fine and had just settled in for what was going to be an exciting time taking a disaster preparedness course."

It was 4:51 p.m. Eastern time in the United States.

Less than 10 minutes later, an earthquake leveled much of the Haitian capital, including the Hotel Montana.

USAF Major Bourland did not survive the earthquake.

Major Bourland, a career UH-1 Huey pilot, was the Caribbean desk officer at Southern Command headquarters in Miami. Bourland had flown into Haiti from the Dominican Republic the morning of the earthquake with Lt. Gen. Ken Keen, deputy director of U.S. Southern Command.

When he was killed, Maj. Bourland had been getting ready to go out to a dinner that was being held at the U.S. Embassy in Port-au-Prince. The other five members of U.S. Southern Command traveling with Bourland and Keen, who were also staying at th same hotel, all survived the earthquake.

Keen, who was outside the hotel at the time of the earthquake, went on to oversee U.S. military aid as commander of Joint Task Force Haiti.
