Aren't there any tests to get access to the universities in the DSA??? You needn't proof that you're smart enough, just pay the money???

If you are a minority, low income, are a teenage single parent, ect, qualifying test scores can be "overlooked" because the school knows they will get the tuition aid from the government. The school doesn't care about anything except getting the money in their pocket, so they will accept sub standard students in trade for a check from the government. The longer the student is in attendance, the more money the school gets, so the class work and tests are dumbed down to keep them in school longer.
