But someone could buy ammunition for a gun they do not own for legitimate reasons. What if you are buying it for someone else, or you are going shooting practice and borrowing a friends gun. Unless they plan to search the property of people they suspect?

I really doubt that will happen. The anti-gun lobby in Congress can't even find support for so much as a >10 round magazine ban right now, which is relatively minor compared to this. It would require a national firearms registry, and virtually all of the Republicans in Congress would oppose it and so would several Democrats. It would also effectively eliminate private sales of firearms between individuals.

As the political climate stands right now, I doubt any new gun control legislation would pass. The GOP will very likely retain the House and has a better than 50-50 shot at the Senate as well. In all but the absolute disaster scenario, they should retain the Senate filibuster at worst, and I'm almost certain that they'd use it.

Never happen. States like West Virginia have NO gun registration. There would be no data base to cross check with.

Besides, ammo is every bit as plentiful on the black market as drugs and guns are. When Government outlaws something, immediatly people start wheeling and dealing in whatever just went illegal. Its why there are TOO MANY FUCKEN COPS already. Every law that gets passed outlawing this, and banning that, needs even more cops to enforce it.
For instance California has a measure on the ballot this year that would force porno stars to use condoms. If that passes, then the Government needs to hire people to watch people fuck all day, to make sure they are wearing a condom.
