In terms of nets/bolos it wont be possible with a) the speed the bot is going combined with b) razor talons it has on its legs to clear and cut through and debris.

There is no way all of this is being used for peaceful/humanitarian and civilian means.

All of the bots DARPA are coming with can easily be modified for combat purposes, you can bet on that.
