Education is an investment - yes, a lot of kids from poor areas have bad attendance records and giving out shoes on count day is an effort in much the same vein as the military padding, but this is about giving children a chance. There are roughly a thousand uses of taxpayer money that you should be angry about before giving children shoes, or adequate nutrition.
