How many people would you need to make the colony functional?
How many people would be required to keep the gene pool clean of incest?
What area would you colonize that can provide the basic materials needed for survival in such a desolate area?
Would there be doctors? Schools? Jails?

Those military bases don't like peeping toms. Although Antarctica is very large there are few spots that would be deemed habitable, and the goverment knows about them/occupies them.
I don't believe that the people living under the ice would appreciate upstairs neighbors.
