If there's no authority, which is usually how such a scenario is illustrated (WROL), then there's no rules of civilized behavior. That means utilities will get cut, and a lot of people will move out.

During the Great Depression, a lot of agricultural workers were sharecroppers in the South. They'd lived on these tenant farms for generations. Then they were evicted. People abided by the law then, I doubt they will now.

In lieu of money, the only things of value are bartered goods and services. Some very normal transactions could occur, or some very heinous ones in the abscence of a monetary system. Since whole cities could lost utlities, it matters not, for people will vacate places without sewers and running water, but will tolerate a lack of electricity and natural gas for heating.

I look for marijuana to become a very common barter item. Sweat through hard labor will likely become a service provided for rents. Unless one has marketable skills that the landowner desires, or can produce a good of some kind like shoes, gloves, sharpening, felling trees, growing crops, etc, then why bother accepting tenants in the first place?
