It's a small, hostile terrorist sect causing the problems and they are looking for any excuse to excite people into rioting...like someone being shot and killed by police. No bullets...no deaths. If police fired just one bullet ...that would be justification to cause a major backlash that would escalate into a full blown riot resulting in many deaths. They are holding them off without bullets...therefore no one dies. The plan is working.
