I guess it would depend on the situation... I would vote to charge someone who had the intention to commit fraud - someone who knew when they signed the application exactly what they were doing -- but would have a hard time going against the homeowner who was simply wanting to buy a home and really did not understand their situation.

I am sure there are a lot of people who were trying to stay in their home -- were evicted anyway -- and needed a place for their family so bought another home without fully understaning their financial/legal obligations.

My guess is these 45 experienced investigators will probably just go after the serious offenders... it would take a small army of them to go after everyone.
