Yep, we did trials here in the uk in the 70's there was a bbc docu on it, I can't remember what they released, but if my memory serves me then it was in the north west. I was in a class a while back where they talked about all the different types of possible attacks. This was actually a scenario they talked about. Introduction of disease or pathogen through rodents/insects/grass and let it spread through the food chain. Fleas, mesquitoes and mice/rats were the main sources of dispersal considered.
