If someone were time traveling into the past they really couldn't say, "hey, I'm from the future." or they would probably be committed.
Also they would know the clothing and the customs of the time because it is in the past, so they would fit in. Just someone coming in from out of town.

Good question, we don't have to, the only reason people do is because the world follows the rules of whoever rules at the time. Whoops there is that t word again!
