coast guard,nypd activity in nyc, east river

was traveling down fdr to festival when i noticed at least 6 coast guard ships n 2 nypd ships

then a couple nypd boats similar to the 3 coast guard vessels. i dont live in nyc so i dont know the normal activity for the east river. if i had to guess its to monitor n patrol the UN since there is the big meeting
