There is no point in calling the police because they will not come until after to make a report. There simply aren't enough police on the streets. That's changing, but slowly. About the "crowd" - it's a matter of not getting involved lest you, or your family, become part of whatever is going on and unwitting victims. I've seen murderous family-on-family rampages and it's no joke. In fairness, there are people in the video saying "enough" and "it's finished" (that's a literal translation; they mean stop it). What you've seen in this video is, indeed, illegal, and the guy with the knife will die for it, if he hasn't already, because justice for the obvious (and there is video proof) is swift for these types of things.
