As far as I'm concerned, the passing of this rule has no bearing on the administrator who violated the existing rule at the time of the incident.

That said, I think the idea that a male can't paddle a female is wrong and sexist. At the one mother said, 'I gave him permission to paddle my daughter; no one has my permission to bruise her.'

A similar sized boy would also be bruised by a paddling of that force. Why should males be subject to a harsher punishment than girls?
