They did a program like this in Cleveland around 10 years ago and they netted HUNDREDS of drug dealers, etc.

Hundreds and hundreds of indictments just from the phone evidence alone.

The phones are primarily a bribe to get the black bums firmly enough behind bambam that they'll make it to the polls. The other ideas postulated on here are all secondary benefits.

We have one pre-paid cell phone that we put $25 a month on. We use it as an emergency phone or a contact phone when one of us is away from home and it is absolutely needed. Otherwise we just use our home phone. Most days the cell phone is never even touched. We spend less on our home phone and "emergency" cell phone than most spend on one cell phone.
