People are not going deep enough into this, even on a conspiracy forum!
A cell phone in this time allows you to be tracked! You don't have to be RFID chipped. Its signal isn't strong enough to be detected beyond a few meters anyway. The cell phone that you VOLUNTARILY carry can be tracked anywhere, anytime. Conversations can be listened in on as well.
The free cell program just allows tracking of those people that couldn't pay for their own leash. You PAY to be on yours...
