My hunch is (quality) guns crossing the border in much less a problem than it's made out to be and most guns they use are via the gun walking operation.

And to further add to the conspiracy, I believe the intent was not to track guns to the cartels, but rather to support stronger gun laws and tracking here in the states.

Look at the results...dead people by several walked guns when, supposedly, the walked guns were a fraction of a percent of the arms used by the cartels. How's that happen? Food for thought...
