Slow it down frame by frame, you can clearly see the water bottle in her left hand and her throwing water, then she pumps her left hand again with the water bottle, then the Police strike's her down and as she is falling you can clearly see the water bottle still in her left hand.

Wrong, do a google search and you will find a guy has isolated the first few seconds in a GIF and it clearly shows the PR woman spraying the cops with something and its in her left hand.
