This is sounding like Margaret Atwood's novel The Handmaid's Tale.....a sci fi story set in a distopia where women have become brood mares.
The thing is, is that men can never control women. Women are biologically responsible for the continuation of the species. If you try and control women, you become more and more paranoid....as we see in the Middle East.
The first nations had it right. Matrilineal societies are where it is at. They are more egalitarian too, for all you men who are scared. Matrilineal just means the line of the family is traced through the mother, because all mothers know who their children are.
