LA MESA, Calif. - Gas prices are rising rapidly in San Diego County and some stations could soon run out of gasoline, a La Mesa store owner said Wednesday.
Dave Hallak, owner of Emerald Oil at 5600 Baltimore Drive, received a call Wednesday morning from his gasoline supplier saying he won't be getting more gasoline until mid-October.
“My supplier said there’s no gas available in San Diego,” said Hallak. “He said 'all the racks are down in Southern California and there’s very tight supply, if any.'”
The problem could be stemming from issues at several California refineries. It started when a large fire broke out at a Chevron refinery in the Bay Area in August. Bloomberg News also reported an October 1 power outage at an Exxon Mobil refinery in Torrance, Calif. A Chevron oil pipeline also shut down last month. The issues impact production. 


Hallak thinks his pumps might run dry by Sunday. He said other independent gas stations will likely have the same problem, because they rely on major distributors for their supply. 
“We get their overflow, their excess gas or they allocate so much for us,” said Hallak. “Their allocation to us right now is zero.”
Hallak said this is forcing him to raise the price at his pumps.  A regular gallon of gas there is now $4.59, which surprised Barry Smith, a regular customer. 
“Bit of a shock,” said Smith. “Not going to fill up with gas this time around.” 
The average price of a gallon of self-serve regular gasoline in San Diego County recorded its largest daily increase since Feb. 23 Wednesday, rising 5.8 cents to $4.236 -- its highest amount since June 1. That’s 45 cents more per gallon than the national average.
The average price has risen for five consecutive days and is 11.5 cents more than one week ago, 8.6 cents higher than one month ago and 40.7 cents greater than one year ago, according to figures from the AAA and Oil Price Information Service.
 “As of right now, there’s no light at the end of the tunnel for us,” said Hallak.

What's being affected the most, according to that article, is independent gas dealers--not necessarily every gas station in San Diego. By now, there is probably a significant number of company owned stores and there is no word on whether or not this shortage will affect them. Just the independents. That isn't to say that the company owned stores will not abuse the shortage to the independents by raising their prices accordingly to fleece the public. I'm actually quite certain they will as that is precisely what they did about 10 years ago in the Portland metro area during their bid to eliminate competition from independents.

The reason why they may be doing this intentionally is to actually release those station properties for acquisition and transfer into in-house retail operations (company owned stores). Gas stations are expensive to build and frequently require special zoning in major cities so the properties themselves are scarce. Cheaper to crush the independents and buy up their properties than to push for permits and other building costs. A local company owned station in my area cost approximately $3 million to build to give an idea of costs with little guarantee of being a successful location. That one was a "dog". Pre-existing sites are less likely to be dogs.

I grew up in this particular world so I very much comprehend what is done by the major oil companies.

Gasoline prices are socialized and the same in all Mexican gas stations.

The price converted to dollars as of yesterday I calculate at about equal to $2.65 per gallon if I did the math right, or 10.8 pesos per liter, you do the math. Is it difficult to drive across the border to TJ to buy gasoline from San Diego?

Not surprised. For some concept definitions: independent dealers would be those station owners that are not directly affiliated or franchised through one of the major oil companies. In other words, that could be a mom and pop under a random name or Safeway or Costco retail gasoline operations. All of them depend on what is called "unbranded" gasoline. It's kind of like how there's Kraft Mac and Cheese and then store brand Mac and Cheese. In the case of unbranded gasoline, the massive portion of unbranded gasoline is drilled, transported and refined by the major oil companies. Branded gasoline goes to those retail locations that are operating under their flagship names. Unbranded goes to those with no franchise (aka "independents").

Hitting those grocery associated independents is probably a stronger goal than hitting the little guys as the grocery associated independents can lower their prices as it is an associated product, not their sole product. For instance, Safeway offers club card discounts based on how much you purchase at their grocery store. This undercuts the company owned stores who prefer to have control over the gas prices in the end. The pennies count when it comes to the gas business.

Most of the little guys are gone already and have been for some time. Search Wyden and oil companies. I'd say this is more against the grocery chain independents than the actual little guys. The more I think about it, the more it makes sense.

See, the retail gas business operates in pennies. Whereas a 10 cent price difference may not seem that big of a deal to the average customer beyond what they have to pay out of pocket, it means a whole lot when you start putting it onto millions of gallons of gasoline (equates to roughly $100,000 per million gallons sold and my family had stations that individually sold about that much in 6 months). The grocery associated retailers can undercut the company owned retail locations by as much as 40 cents a gallon like in the case of Safeway gas discounts. A customer comes in and spends over $100, earning themselves a 10 cent discount at the pump. If they get 10 gallons of gas, that works out to be $1.00 to get them to buy over $100 in groceries. Win win for the grocery stores because that's actually a pretty cheap marketing strategy. For the major oil company stores, well, that's not a good thing because the grocery shoppers are going to want to take advantage of that discount, foregoing the oil company owned stations completely. Additionally, they can't exactly compete price wise because the price discount is variable. If they drop their prices 10 cents, that's still not going to guarantee a restoration in sales at their pumps and if it doesn't drop all the way across the board, well, then it could result in more accusations of price manipulations via the FTC.

My father and I have always felt that the grocery store gas locations were probably the best thing that happened to the oil and gas market as it restored competition.

Have to raise prices to slow down consumption in order to stay in business..

shortages will spread across country as prices will jump 20 -30 cents some days...

2 year issue folks get ready for 5-6 per gallon depending on where you live...

its more what you get when our President is embarrassed in his attempt to invest in green energy. Will show how fucked we are being wholly dependent on fossil fuels. If there's no gas, then no one is commuting to work, to school, etc. Its a show and San Diego's the test kitchen.
