What's being affected the most, according to that article, is independent gas dealers--not necessarily every gas station in San Diego. By now, there is probably a significant number of company owned stores and there is no word on whether or not this shortage will affect them. Just the independents. That isn't to say that the company owned stores will not abuse the shortage to the independents by raising their prices accordingly to fleece the public. I'm actually quite certain they will as that is precisely what they did about 10 years ago in the Portland metro area during their bid to eliminate competition from independents.

The reason why they may be doing this intentionally is to actually release those station properties for acquisition and transfer into in-house retail operations (company owned stores). Gas stations are expensive to build and frequently require special zoning in major cities so the properties themselves are scarce. Cheaper to crush the independents and buy up their properties than to push for permits and other building costs. A local company owned station in my area cost approximately $3 million to build to give an idea of costs with little guarantee of being a successful location. That one was a "dog". Pre-existing sites are less likely to be dogs.

I grew up in this particular world so I very much comprehend what is done by the major oil companies.
