my guess is that it was manufactured here and is on its way to be shipped over sees or is on its way to have more equipment installed.

i do find it odd that the painting and emblems werent added until it reached it's destination though.

It appears to be a utility fire apparatus, likely specific to air and light. The tops are extendable light masts, and the inside holds the ability to fill compressed air bottles for use in hazardous atmospheres - like burning houses.
Typical utility vehicle for a fire/rescue type organization.

I believe there are military bases either tinker afb or well I don't think there is another north of 35. Could be flown in through alliance airport. Bell helicopter and Lockheed are in DFW. So.....idk. Maybe it has to do with the fracking and contracts with other nations interested in buying??

yes, they only truck one, because the gross vehicle weight of it is high, and thats how much a low boy trailer can carry
this is not a concern, as the us still does make some of the most amazing specilty trucks in the world
