the reason they starve and suffer is because humans hog all the habitat and fertile soil where food for them might naturally grow. They don't starve because there is too many of them, they starve because you cut down all the trees and bushes and destroyed their habitat.

You're right though, it's not enough, to stop hunting them, you must also plant food bearing bushes and trees for them, as reparations, and give them some of their land back.
