Our mind can and does affect matter - even other brains -and distant matter and minds can have an effect on us. You're correct on the quantum mechanics of the environment, however your twin scenario would represent a symptom of it, rather than an overriding input into it; eg they would have better luck reading (or being) the vectors which are occurring, rather than trying to influence them. This is not to say that we have no control or mind over matter stuff, we do, but because of the fractal nature, it depends upon scale. Consequently a small scale control, will only have a wider influence if it is resonating with the whole pattern, as generated by the seed/source (or love energy if you prefer).
